Lowell was born and raised in Nebraska, graduating from Mitchell
High School and attending Scottsbluff Jr. College. He entered
the U.S. Navy in 1958 and was discharged after 20 years of service at which
time he attended the Wyoming Technical Institute in Laramie, Wyoming. He
obtained his Wyoming Real Estate license upon retiring from the Navy in
1978. Lowell has also held a Real Estate license in Oregon and Nebraska.
Lowell and his wife Coleen returned to Wyoming in 2008. He is a member of the National Association of Realtors, Wyoming Association of Realtors, North Platte Valley Board of Realtors and the Wyoming Multiple Listing Service.
